Well, that's pretty low light for plants. However, I would say go ahead with some java fern and/or moss. That stuff is very pretty, remarkable tolerant of less than ideal conditions, and generally and easy keeper. Actually, I find it hard to kill. I had some attached to a piece of driftwood, and in an effort to rid my tank of some limpets which I though hitch-hiked in on the plants, I RIPPED them off the wood and BOILED the wood for an hour. A month after I put the wood back in my tank I see little green things shooting out...now I have a fuzzy mass of moss, and some fern (it's pretty teeny, but hey, it survived a boiling!) If you began with the javas, then later when you could bump up your lights you could add more. I'd hate to try too many plants for two reasons...one, if they begin to die, they add to your bio-waste, and mostly because you may become needlessly discouraged.
It might help to bump up to 6500-7000K, as Dr. Barb suggested...certainly wouldn't hurt if you could find the bulb.
