Having a source of ammonia when fishless cycling is necessary. I have never used Safe Start so I cannot give you an informative answer on what to do - I'm assuming using safe start would not take 8 weeks either, isn't the point of this stuff is to have a cycled tank quicker? A fishless cycle with ammonia would have been done already. I am unsure what you should do since you used Tetra safe start already: You can read some question and answers from Tetra Safe Start here:

I would also probably call TSS to explain what you have done already. I personally
would not
use this stuff with ADF's. See what they say but if it were me - I would empty the tank of water - add drops of ammonia to 2 ppms NO MORE than 2 ppms (make sure nothing live is in the tank) then test the water after 24 hours - Ammonia, Nitrite and Nitrate
