If I may add my $0.02, in several years of various university dorms, I haven't experienced any trouble with keeping my frogs in a 10 gal aquarium. Trust me, the RA's and management have much better things to do than to examine whether your aquarium is exactly 10 gallons or what inhabitants you have in there, those rules just must be laid out as specific as possible. As long as you don't go around broadcasting to the whole building that you have frogs, I've known people to sneakily keep hamsters, rabbits, etc, much less subtle pets in their dorms. Even when my friend, who tried to sneak a dog in, was found out, they only asked that she get rid of it, so she brought it home, it wasn't immediate expulsion from the premises or anything. So I guess I agree with part of what the others have said, but I would not even bother applying for an exception to the rule, because I think there is a higher chance it will be turned down since it goes against what is explicitly stated, vs your chances of just quietly keeping them in your dorm as if they were fish.

From what I've read of your contributions on the forums, it sounds like you love your frogs very much, and I honestly doubt that they would be able to receive the level of care and attention you give them daily, elsewhere. I urge you to consider keeping them, the hardest part to work out is the logistics of getting them across the country with you. Best of luck with this problem.
