That's a tough one.

Before you look into finding a new home for them, have you tried applying for an exception to the rule?  If you explain that your frogs are very small, fully aquatic (unable to survive outside the aquarium), no more likely to jump out of the tank than your average betta fish, and kept in a tank with a lid (unlike many betta fish in college dorms), they may see that a written exception to the rule is acceptable -- which you could then post over your tank so that all the other dorm residents know you didn't just sneak the frogs in and they're not encouraged to sneak anything in themselves.

Having the frogs there would also discourage you from breaking other rules (as if you needed to be discouraged).  For example, it would probably only take one party with drugs or alcohol to kill the frogs.  Somebody would think it was okay to dump a beer or a joint in the tank, and that'd be it for the frogs.  The only way you can keep them safe is to keep drugs and alcohol out of your dorm room at all times.  How about that?  Eek
