Hey Kaysea, Welcome to FnF from me too! First, I have to say you seem to be doing a great job with your bettas despite the illnesses they have/had. Sometimes, things are out of our control... I agree with Dr. Barb that treating her with Maracide (or RidIch+) is in order. In a couple of the pictures, she almost appears to have a greyish dusting (which is one of the "colours" of velvet -- grey, rusty or goldish).
Coppersafe is NOT safe, actually. Copper-based meds are not very safe... too much and it becomes toxic, too little does nothing.
I'd see how she does on the antiparasitic meds... this may help her gill cover too... as it could be the result of injury from flashing (rubbing) against the objects/walls.
Have the water params always been pristine with frequent water changes? Do you ever test for ammonia? If the fin rot is persistant despite pristine water conditions (all the time), then you can try Maracyn 2 (antibiotic). This can be safely combined with Maracide OR RidIch+. While it's good to be cautious with meds... b/c indiscriminate use of antibiotics in particular creates super-bugs and resistance... waiting too long to treat can make the infection harder to fight.
